Many have expressed how the adoption of this ECAD report requirement makes money for the Auditors. Many have done the audit or even upgraded their HVAC system to fulfill some of the requirements of an energy efficiency upgrade but not able to afford ALL and still wouldn't meet the requirements to have an exemption so incur the expense of an audit by an outside company. HVAC professionals do not know how to help sellers meet all the requirements or how to look up a qualified address. Many have expressed how the City of Austin does not enforce it. Many buyers do nothing with the report.
